Council Tax Reduction — sometimes still referred to as Council Tax Support — is a discount on your council tax bill based on your income and circumstances. It replaced the old Council Tax Benefit system in 2013, and unlike many benefits, it is administered by your local council rather than the Department for Work and Pensions. Who can apply
Council Tax Reduction is primarily aimed at people on low incomes, whether they are working or not. Students, people with disabilities, and those who live alone may also be entitled to separate discounts or exemptions. How the scheme works locally
Since each council runs its own scheme, the income thresholds, the way savings are treated, and the maximum discount available all differ. Some councils offer up to 100 per cent reduction for people on the lowest incomes; others have set a minimum contribution level where everyone pays at least something, regardless of income. Checking your own council website or using the government benefit calculator will give you a more accurate picture than any general guide, because the specifics genuinely depend on your postcode.
How to apply
Applications go through your local council, either online or by post. You will typically need to provide details of your income and savings, your benefit entitlements, and the names of the people living in your home. If you are already on Universal Credit, some councils receive notification automatically and may process a reduction without you applying separately — but this is not universal, and it is always worth applying directly if you are unsure. Back-payments are not typically available, so applying promptly matters.
Other council tax discounts worth knowing about
Separate from Council Tax Reduction, you may be entitled to a discount if you are the only adult in your home (a 25 per cent single person discount), if someone in your home has severe mental impairment, or if all occupants are full-time students. These discounts are not means-tested — they apply regardless of income — and they can be claimed in addition to a Council Tax Reduction if both apply. Many people miss these simply because they were not aware they existed.
