What is Council Tax Reduction?
Council Tax Reduction (CTR), also called Council Tax Support, is a discount on your council tax bill if you are on a low income or certain benefits. It is administered by your local council and the rules vary by area — each council sets its own scheme.
Unlike many other benefits, CTR is not a payment into your bank account. It is a reduction applied directly to your council tax bill.
Who is eligible?
Eligibility depends on your income, savings, who you live with and your council's specific scheme. Most councils provide CTR for: people receiving Universal Credit, people on low incomes (working or not), and people with savings below a certain threshold.
Council tax is also automatically reduced by 25% for single-person households. This is separate from CTR and does not need to be applied for — tell your council if you live alone.
How to apply
Apply directly to your local council, usually via their website. You will need to provide information about your income, household size and savings. The application is typically straightforward and free.
If you are already receiving Universal Credit, some councils process CTR automatically — but it is worth checking with your council directly, as this is not universal.
Other council tax discounts
Disabled Band Reduction Scheme: if someone in your home has a disability and the property has been adapted, or they need extra space for a wheelchair, you may qualify for a reduction.
Severe Mental Impairment exemption: someone with a severe mental impairment who would otherwise pay council tax may be exempt.
Empty properties, students and certain other circumstances also attract reductions or exemptions. Check with your council.
